That is correct… if you are using your finger or a stylus. What!? Microsoft decided that if TOUCH is being used title bars on Apps will NOT appear but if you use a MOUSE they will. The short answer is: use a mouse and they will appear.
One of the major improvements to come from Update 1 for Windows 8.1 is title bars on tile screen / metro / modern apps, but ONLY if you are using a mouse.
