If you are connected to a Windows 8 (or 8.1) PC using Remote Desktop (RDP) and you bring up the Charms Bar or you do a search for SHUTDOWN you will see only the DISCONNECT option:
The solution is to use the old school keyboard shortcut of ALT+F4. This brings up the desired window in which you can select DISCONNECT, SIGN OUT, REBOOT, or SHUTDOWN:
